Cowley Hill is a well-maintained route through a northern section of the Elk State Forest. Cowley Hill runs from Sizerville State Park to its outlet on Ridge Road. There is no camping along the Cowley Hill trail, but there is camping available on the Sizerville State Park grounds that opens the second Friday in April and closes in mid-December. During autumn, this drive treats you to regional colors. Roads in this area can be hit or miss, as many are gated for administrative use only.
